    Some of it can be blamed on the coloring I guess, but how about the
    original suit & ribbon being on the random second guy?

    Random second guy is another canvasser for the same candidate, hence the
    same ribbon. Same suit color is probably down to confusion of the
    colorist, who didn't realize the guy from panels one and two had turned
    around in panel 3.
