The interlude story must take place in the future of the current
timeline. No era was given, but apparently all is calm, peaceful, and business-as-usual in Mechanicsburg before the librarian arrives to
lure away the Great Dragon. None of these conditions held during the already-told parts of Agatha's reign as The Heterodyne.
Note the casual reference "none of the family is". In the current
story (paused for reflection before introducing a major plot twist),
Agatha is the *only* member of her family known to exist.
Implying that it is news that none of the family is in Mechanicsburg
strongly implies that Agatha has found one or both of the Heterodyne
Boys (who promptly abdicated in her favor), or has married one or both
of the Storm Kings and had children.
Agatha has to have more than one relative, or she would have said that (specific name) was also out of town.
