    Today's "Off the Mark" is titled, 'Everything I Needed
    to Know I Learned from "Peanuts"':

    Curiously, a similarly titled "Off the Mark" strip appeared
    five years ago, but it said "Pt. 2" in parentheses:

    I don't recall seeing today's strip before, but the above facts
    suggest that it may be a rerun. Can anyone confirm?

    Yes. It originally ran May 27, 2000 (the day many comic strips honored Charles Schulz).
