    He could try bullying the Governor into pardoning him, but I doubt that
    Timothy Walz would be moved.

    He's too busy taken credit for losing to Trump.

    He could try. Actually, he could issue a pardon -- it's just a piece
    of paper, after all. It just wouldn't be effective (possibly depending
    on the State). If Republicans are in charge, of course, he could get
    them to make his pardons effective in State courts.

    This is, after all, Trump we are talking about. The word "can't" isn't
    in his vocabulary. And there are no guide-rails.
