Early in the Mark Brandis series of German SF juveniles, the Western

with black-uniformed enforcers *cough*, who then wants to go to war
against the Eastern bloc ("United Oriental Republics", i.e., China)

The link points to a Ben Bova story in "Amazing" called "The Towers of
Titan" that I read as a fix-up novel called "As on a Darkling
Plain". Apparently not one of Bova's best works, but I enjoyed it.
