    I can't imagine governments ever doing *anything* with a simple flip of
    a switch: there always seems to be an entire chain of command of
    highly-paid bureaucrats who have to consider, study, evaluate, and get
    public input to do anything at all. And that inevitably costs serious
    money as umpteen people need to take highly-paid time to have meetings,
    fill out forms, etc. even if the end result is simply to flip a switch.

    Exactly. It's easy to ignore knock-on effects but most events have them.
    If Vance got higher water levels, it seems likely someone else got lower
    levels - maybe low enough to harm them somehow.
