The cited video explained it. In a nutshell, the prosecutor must have
persuaded the judge that the age of the pedophile couldn't be reliably determined by outside parties so the pedophile needed to be believed
when he claimed to be under 18. (I don't remember the precise wording of
the video and I'm inferring a bit as well but it seems like the only
reasonable theory. If the outside party assessed the pedo as being 23 -
which they did - I would assume the judge would accept that but, since
the judge *didn't* accept it, I think we can assume that the prosecutor
called the credibility of the outside assessment into question.)
For what it's worth, I remember a somewhat similar thing happening in
Windsor, Ontario back when Trudeau took in all those Syrian refugees. Apparently, several Syrian families ended up in Windsor claiming that
the family members accompanying them were under 18 so they were enrolled
in high school. But there were strong suspicions that these "teenagers"
were actually well into their 20s, according to a news item I saw. It
would seem reasonable that either school staff or other students
initiated these suspicions. I don't know if that was ever proven - or
how it was proven if it was - so it wouldn't remotely surprise me if
they were allowed to stay in school and either graduate or drop out.
If I recall correctly, the program under which the Syrians came to
Canada was limited to families and their children under 18. Human nature
being what it is, I can well imagine that families with older children sometimes just claimed that they were younger so that they could stay
together. I would imagine documentation for these people was scarce at
best given the ongoing civil war so Global Affairs probably just took
their words for it with regards to the ages of the "children".
Of course I could be wrong. Maybe Assad's regime made meticulously
accurate documentation available to our people and every one of those "children" really was under 18; maybe kids just mature faster in Syria.
Or maybe someone in Windsor just made up this whole thing out of whole
cloth in an attempt to make Trudeau look foolish or to mess with
Syrians. There are always alternate possibilities.
