For some reason I didn't see your original post. But if you're having
the problem I think you are, try going to Settings --> Ease of Access (Display). Turn off "Automatically hide scroll bars in Windows".
After you've done that (and can see the scroll bars) you might like
to try Settings --> Personalization (Colors) and scroll down to turn
on "Title bars and windows borders" to show you the active Window as
it did in previous versions.
