    Now the reason to mandate/wear a helment on a bicycle/human of electic
    powered is to protect the riders head. Save lives and human suffering.

    So going to the table lower in the article shows us what we need to know. Wearing of helments do save lives and suffering. Job done. No real need to examine the nice to haves of better road design and a cost benefit study.
