Did you read the article Rich? They are cutting a third of that team
    - 23 (presumably FTE) positions. This is not 'slashing' as RNZ
claims, and may simply reflect how bloated parts of Health NZ have
    become.

    Storm in a teacup material.

Probably part of the nearly 20% increase in public servants the last government indulged in. Not to mentioon consultants.

That has not worked out so well for hospitals needing doctors and
nurses, schools needing teachers, and now you want an arbitrary cut of
20% to all departments, including a cut of a third to one department
that brings in millions through fraud prevention, stopping
over-payments, and auditing and certifying other organisations to
ensure they meet safety standards. Self-certification might sound
good, but long term it costs a hell of a lot more than 23 jobs. Still
this government trusts business people - that is why they have not met
targets for police recruitment either. The auditors and investigators
"more than pay for themselves" by uncovering and investigating
fraudulent transactions and mistakes, and any cost savings from job
cuts will be lost through errors, overpayments and fraud that goes
undetected. Sounds good to a far-right "Business can do not wrong"
idiot - Seymour will love it!

    Off topic rhetoric gone.
You do go Off Track so very quickly Tony, I see I have to explain it
    to you a little more.

The people that are being cut bring in millions of dollars a year for
the government. So where does that money come from. The article points
to two main areas. First they audits and accredits hospitals, rest
homes, residential disability and other community providers to ensure
they meet safety standards. So they "are dedicated to clawing back over-payments, hunting down fraud, and auditing and certifying the
safe provision of care in hospitals and community based services."

That is of course all part of that phrase I think you have used
yourself, Tony - "Tough on Crime, Tough on the Causes of Crime." If
people are committing fraud, or not having adequate safety precautions
in a hospitals or community based service, should that be
investigated? I will give you a simple example. I used to regularly
visit a retirement village near where I live. One day at lunchtime, an
elderly lady collapsed and fell to the floor at lunchtime. There was a
nurse on duty who looked after her very quickly, but regrettably she
attempted to treat the patient for high blood pressure, but should
have been treating her for low blood pressure. Turns out she did not
have the required level of nursing qualification for the job she was
doing - the village manager had we suspect been trying to save money
by employing a lower qualified person - the nurse lost her job, and
the manager was also moved on fairly soon afterwards.

    From the article:

Now from the description in the article, making sure that staffing is consistent with regulations is one of the jobs that this Health NZ
Team may do. If those checks are not made, there can be sad
consequences. It is a bit like doing away with Warrant of Fitness
testing and certification - there is a group that checks on those that
issue vehicle WoFs - sometimes they will check following a vehicle
accident that appears to be caused by something wrong with a vehicle
that has recently received a warrant - would you want to do away with
that standards testing? We have people who make checks on vehicle
speed and issue tickets for speeding. Recently our government
increased speed limits in a number of areas - would you want to have
the team that does speed checks disestablished?

From the article: "The Public Service Association said the HPIT
identified and prevented fraud in the $10 billion primary care,
disability and community services budget. The PSA estimated at least
three percent or $300 million was lost each year due to civil and
    criminal fraud and error.

It said each member of the HPIT recovered $430,000 a year after costs
    - about a $6 return on investment for every $1 spent - and called the
proposal "penny wise, but pound foolish."

The proposal would also see the certification audit team
    disestablished."

Also from the article: "He said the health system has one of, if not
the most, complex payment system in the country, granting about as
much money to the private sector as it spends itself - a function
controlled by the audit assurance and risk team."

Now I suspect not many knew that the government was spending about as
much to private health care providers as it spends itself - Yes I
presume that would include payments to GPs as well as private
hospitals, but it is larger than many would have thought. The speaker
    went on to say:

"I think it just shows that the process that health is going through
is one which is not driven from the interests of consumers, users of
the health service, taxpayers, anyone really. But the people managing
the system who are striving to meet arbitrary political targets and
not actually trying to, or succeeding in, delivering health services
people need at costs we can afford."

    Happy now Tony?
