Agreed. Where the new speed limits were imposed without consultation
and without statistical justification for the areas concerned, the
cost of remediation is a cost imposed by the unconsulted and
unjustified changes made.

I am aware of considerable consultation in quite a few instances, and
concern about the removal of the limits with any consultation - and I
doubt that removing signs is more expensive than installing them,
except for those that ignore the effect of inflation . . .
