Here we have a "Conservative" Government saying that it is time for a
change. Come and help us to deliver new ideas for a change, while the
previous Government just plowed ahead and over the people.

It is surprising that any government will ask, indeed challange a group of people for their ideas let alone from the conservative side.

This is how you bring the people along, or at the very least get the discussions started, the fuel of a working democracy.

"I do not blame the public service for this. This is what successive governments have baked in as a way of doing business. What I am asking
of you is to join with me in radically changing it."

This defines the objective.

Indeed, the previous Labour-led governments did listen, and had baked
in as a way of doing government - now Willis thinks she is running a
business and does not realise they are structurally ignoring advice in
favour of a coalition agreement that she does not control the finances
for . . .

They have a fair bit of "bold advice" which has been ignored (dropping
tax on heated tobacco products is in the news again at present), but
they also have a few things where the left hand is not telling the
