I think you are confused. Unmarked police cars don't have
red-and-blue lights over their roof, as that marks them. Truly
unmarked police cars (which don't have the red-and-blue lights) are
not allowed to pull people over, and people do not have to obey any
attempt by an unmarked car to pull them over -- for obvious reasons,
such that the tailing car may be intending robbery or worse.
And if your gadget says those cop cars are from Mexico, well maybe you
just dreamt all of this, or your incompetence extends into this and
many other spheres. Do you believe in reality checks?
