This observation has occurred to many people from my observation. Ususally
it is talk and promises with everything then fading to grey within 6 months.
It seems to me that the situation left by the previous Government has
required this response. There is a mess all over the place in many areas and first task is to dispose of the mess so that the building can continue
With the government elected in 1984, lead by David Lange, the changes
made were reformative in that economic policy was reset, but this did
not involve repealing legislation if I recall correctly.
The changes were about a change starting from what was existing, not as it
was after 6 years of idealogly and powering off down the wrong road.
