What is being one is far more than just counting special votes. The
time frame is I have been told quite consistent with previous
elections.
It takes time for some overseas votes to arrive in New Zealand, but
there are teams in quite a few places around New Zealand looking at
voted for local electorates. They will have received votes cast
anywhere in New Zealand, plus overseas. There may be votes from people
not on the roll where eligibility must be checked. They will check
for people voting more than once - that must require a master list to
be checked against. They will check the count for every electorate
(quick counts on election night are not always 100% accurate). There
will be scrutineers to look at unclear ballots - that is a well
practiced process that rarely causes problems, but it may take time.
Then there will be calculations - I presume by computer - that goes
through the well-established processes required to meet legal
requirements for allocation of party votes.
It is a fairly standard process, but it does take time. Usually the
results are not quite as close and it is easier to just get on with
things, but I doubt Winston is keen on trying to agree much until he
knows those results.
