Upload the file to Google Drive.
In Google Drive, set the file as shared so everyone on the Internet can *view* the file.
In Google Drive, get the link to the file.
Every file you share on Google Drive has a unique Google Drive File ID.
If the link to view the file looks like this:

then this will be the direct download link:
