    For obvious reasons, you just create a local newsgroup. You don't first
    issue a newgroup message. That's for all the News sites in the rest of
    Usenet to act upon, you know, the News sites to which you don't wish to distribute articles.

    Figure out a new name for your local hierarchy that could be unique to
    your server.
