I have the same problems sometimes. If all else fails you can telnet or
ssh to bbs.endofthelinebbs.com and create an account and leave a message locally or ftp upload your details.

and look for peering instructions, I am not sure if the checks are
updated but we accept all text, not binaries, porn, warez.
