It appears that Windows 10 Pro comes with a free "Microsoft print to PDF" driver. There are also addons for FF that will save to PDF.

That's an option that has existed for a long, long time.
But an add-on is an option too:

Here, selecting Print for any FF page offers all available printers, including "...to PDF". (I just tested it). Of course, how much of the
page actually prints is controlled server-side.
If OP doesn't see Print to PDF, I wonder whether they have Print to PDF available at all.

Think you must have been imagining it, never known a firefox with "save
as PDF" functionality, you could print to a PDF driver, or maybe you
