yes for 4s, no for ipohne 6.

the iphone 11 has lte, and the 12 and later also have 5g, so you should
be able to call 911 without an active cellular plan, assuming you're
not in the middle of nowhere with no service whatsoever. it will show
sos, because that's all it can do.

Did T-Mobile actually shut down 2G on January 1, 2023 as they said they would? I have no non-LTE phones to try it on.
I bought some of the free service T-Mobile/FreedomPop SIM cards from
Walmart prior to them being discontinued so I could keep some older
phones active, including the 6s Plus.
Q: *As a realistic test, can you make a _611_ call from the iPhone 6?*
Note: The reason I suggest 611 tests is that obviates the need to call 911.

dunno. the 6 should be able to make an emergency call if there's a
signal, without an active cellular service plan.
are they both verizon, with lte sims? i can think of a possible issue
with sprint, but not verizon.

it's free for 2 years. there hasn't been an announcement as to the cost
after that, or if it will continue to be free, which is also possible.

If you hang up immediately, before the call goes through, it's fine.
But it's also okay to call it and tell them that you were seeing if your phone was working.
On landlines you can test 911 by calling 933 but not on mobile phones. I
pay $18 per year for 911 service on my Google Voice/Polycom Obi device.
