Is it true that Siri is supposed to not listen to you until you say “Hey Siri”?

I told my Apple Watch to “Set a timer for 11 minutes” without saying “Hey Siri” and it repeated the instruction and performed the task.

Does the watch ignore the setting on the phone that says *Listen for Hey
Siri* ?

I personally don't use it, but it got activated on my phone somehow the
other day and was listening for something (with the "glow ball" showing)
when I didn't say "Hey Siri". Another reason I don't have it active
unless I press a button.

I do use it by pressing the side button on my phone or watch and
dictating an instruction: "Set 11 minute timer to check oven" for example.

it is true. sometimes it falses, but that's rare.

Apparently so. I disabled that and listen for hey siri. Now I must press
the Digital Crown for it to be activated.

I didn’t know there were separate controls for the phone and watch when it comes to Siri. Now I do. Thanks!
