A banking app started misbehaving and I thought it got corrupted. So I figured I would delete it and reload a new copy from the App Store. To my surprise the app was no longer there. Now I wish I could at least reload
the deleted one, if there was a way. Is there?

Depending on why it was removed from the App Store, you may still be
able to re-download it from your list of past app purchases. See the instructions on Apple's Support website: <https://support.apple.com/en- us/102417>

This says the app has to be in your purchase history to redownload it. https://support.apple.com/en-us/108105
But what about apps that you didn't have to purchase, like a bank app?
Why would an app you did not purchase need to be in your purchase history?

If the app is no longer in the App store, there is probably a good
reason for that - like that it is obsolete. That's probably why you
think it is corrupt. I would contact the bank and ask them why the app
is unavailable and if it has been replaced by something new. I wouldn't waste any time trying to resurrect an app that is no longer available.

Why not just extract the app from someone elses phone and have them give it to you so you can install it on your phone? Why would that be difficult?

"Purchase" is misleading.
Should be "Apps that you installed from the store".
Which is, by some definition, a "free purchase".

I did, or rather I tried, but all I got some AI service rep who just
tried to send me to a human rep, who then wanted to start the questions
all over again. Those damn keys are too small for my fingers and I was
in no mood to start it all over again. So I told the rep to red the
thread before I start answering. Then she just disappeared on me.
Next time I will try to get some live rep on the phone.

The "Not on this device" did it! It listed the BECU app and it seems
to work it first glance.
Thanks for that tip that I ws not aware before, though I still wonder
why the app did not show up at the usual app list as the other apps are.

Most likely explanation is that you were signed in with a different
Apple ID. In another post you mentioned being in Hungary and it is a US banking app. It's possible that when you originally downloaded the app
you used a US Apple ID, but are now using a Hungary Apple ID. An app
made for a US company may well be regionalised and not show up in the
App Stores of other countries. The iPhone probably keeps track of apps installed using any Apple ID so that it can check for app updates.

You could also just go to the App Store and do a search on the bank name
and see if you can find another app for that bank. Also - go to the
bank's website and see if you cab find a link for a mobile app or maybe search on the webpage for "mobile app" or something similar.

The problem appears to be caused by the way Apple ties every app to your unique Apple ID when nobody else would do something that sneaky but Apple.

It is not that easy to find some other iPhone users in Hungary who bank
with the BECU bank from US.
I just tried to install the app from the UK and it is not available.
Probably the same issue in Hungary.
Looks like you're a victim of geofencing.
