Call your provider. I assume you pay for the service.

Are you by any chance using 3? If so there are issues (and have been for
years) with text disappearing into the ether. IIRC it was worst on S
    African SPs.

The fact that calls do not connect and texts get lost suggests you may
not have the apn etc set up correctly.

Has your France family member ported their phone number, (at any point
    in time ?)

It might be a routing/database problem, though I think only the UK and
India (?) use a really cack handed method for number ports, where you
can fall victim to this sort of problem ?

I'd begin by logging out of Messages on both and logging back in,
coupled by that moldie oldie: restart both phones.

    See what changes (if anything).

That's what's wired it isn't even working with imessage. It's falling back to SMS and still doesn't arrive.

    I think I've heard

Delete from addr book and call history, then re-create?

Otherwise take it to le barre de génie

The chance is super-small that the iPhone is responsible for that. It is probably a network issue.

Yes. They have a second UK eSIM.

That's the problem. I don't know what to look for. My contacts settings
look fine and I can contact others. Their SIMs look fine and also contact others.

... then as stated in my other post, try the Message log out/in and
re-start the phones routine. Many mysteries solved that way.

When voice calls are made to the French phone you say you get voicemail. Is
the voicemail outgoing message generated by the French network, ie in
    French?

Yup. I get through to their network's voicemail in French.

Phone calls going straight to voicemail makes sense there. I suspect
your statement that "texts just disappear" in your OP probably confused matters. Messages from blocked senders are received - they just show up
in a different section of the Messages app ("Blocked Senders", IIRC).
