They won't be soldiers boots though. Those people will be
miners and refinery workers... with broad shoulders, short
hair and going around the place shouting "Oorah!"

It's possible these miners might also be issued with some M27
infantry rifles... there are a lot of bears and wild animals in
that part of the world... best not to take too many chances.

His position is most likely related to appeasing the MAGAites, and/or
Putin.

The mineral deal has been described in terms of neocolonialism,
favoring US interests. Within that mineral agreement, "WHEREAS the
American people desire to invest alongside Ukraine in a free,
sovereign and secure Ukraine." How is Ukraine "secure" without US
boots on the ground is the question. "Desire to invest" and he says
no way for boots on the ground.
