    THE STORY

    Of the many bicycle attachment motors produced in the U.S., the Marman
    Twin is perhaps the prettiest kit ever made, and this one, installed
    on a Schwinn bicycle, is probably among the best in the world. In
    1947, the Marman Products Company of Inglewood, California, began
    producing the bolt-on, flat-twin two-stroke Marman Twin that had been
    created by Jack and Heintz Co. of Cleveland, Ohio. The Marman Twin kit
    included the motor and mounts, a chromed fuel tank with integral
    storage locker, a full belt drive, a multi-plate clutch, a rear belt
    drive rim and a very pretty chromed fishtail exhaust. A cruising speed
    of 35 MPH was claimed from the 3.5 HP motor, and the Marman was
    advertised in the back of popular magazines of the day. The Marman
    Twin was produced for two years only, 1947 and 1948, after which Jack
    and Heintz took over production on its own. The Schwinn �paperboy�
    bicycle chassis was perfect for the Marman Twin, as it had front
    suspension, a drum front brake and a coaster rear brake. The color
    combination of blue and chrome on this machine is simply stunning,
    just a part of what makes this Marman Twin nearly unique in the world.

    Great picture, great motor, great story. Want one of these more than an
    e-bike (or even an e-car). So great looking. Little worried about that
    hot exhaust not far from my ass, but ride carefully, I guess!

    That was a kit bike, and I suspect today's regulations would not allow
    for a kit to be sold using a gasoline engine.

    Our agency, the National Highway Traffic Safety Administration
    (NHTSA), is authorized by the National Traffi c and Motor Vehicle
    Safety Act (the Safety Act) to issue safety standards applicable to
    new "motor vehicles" and new items of "motor vehicle equipment." The
    Safety Act defines a motor vehicle as:

    any vehicle driven or drawn by mechanical power manufactured primarily
    for use on the public streets, roads, and highways, except any vehicle
    operated exclusively on a rail or rails.

    NHTSA has authority to regulate the manufacture and sale of motor
    vehicles and items of motor vehicle equipment. Thus, the Safety Act
    prohibits any person from manufacturing, importing, or selling any new
    vehicle that does not comply with all applicable safety standards. See
    15 U.S.C. 1397(a)(1)(A). The Safety Act also required Cushman to
    certify that each of its on road three-wheeled vehicles conformed to
    all applicable safety standards. See 15 U.S.C. 1403. Additionally, the
    Safety Act requires Cus hman to recall and repair those vehicles if
    either Cushman or this agency determine that the vehicles contain a
    defect related to motor vehicle safety. See 15 U.S.C. 1411-1419. It is
    the individual State, Massachusetts in this case, that has authority
    to regulate the operation and use of motor vehicles in that State.
