In US, the private sector was not making enough profits, so the
government (Amtrak: quasi-public corporation) started in 1971.

Private sector (corporations) still has train tracks all over the US
that are used for freight.
The USA can't efficiently make use of high speed passenger rail services without some major upgrades and fewer stops.
For example if there was fast passenger rail service between larger
cities, and destination continuation shuttles were reasonable and safe,
more people would take trains. Many really hate flying these days.
The stupid government wants rules that trains must have too many stops
to serve communities that have no travelers. Why stop if nobody is
getting on or off?
