When SCOTUS was asking questions, several were dodging the bullet by directly/indirectly suggesting only Congress could kick this can, and
states had no business in this matter.

In other court cases, SCOTUS will come to a conclusion (judgment) if congressional intent was violated.

It's the conservative judges call, and if they side with the orange
clown, its bullshit rhetoric. Suggesting only Congress can put out a
fire is nonsense.
