I believe using Internet Metadata is just another tool.
No search warrant, etc., is required. I would assume this data can be
examined in total for something, or focused upon individuals.
Such information "can reveal which websites they visit
and what apps they use,...
I assume "they" denotes individual names, and with the above
information, NSA could get a character sense of these people scanned.
NSA might use this tool to separate the "bad" guys from the "good
guys," or in other ways. Years ago, for instance, someone I knew had
his land-line phone tapped (before cell phones), but he was a good guy
who had associated with a bad guy who stole vehicles. In other words,
because the good guy talked to the bad guy on the phone, FBI had a
listing of phone numbers from the bad guy, so the FBI was searching
for other bad guys to bust.
