    Always view government handouts from the viewpoint of the person whose
    income is $1 greater than the threshold for receiving the handout.

    Considering what is said below, I suspect those states that rejected
    it are playing politics for the coming elections.

    In December 2022, Congress made Summer EBT permanent starting in 2024
    after the USDA had tested it for several years. The states that chose
    not to opt in for this summer will have a chance to join for summer
    2025, the USDA said.

    I have no idea if this is mandatory...it might be in order to use that
