    Veteran film collector John Franklin believes the answer is for the
    BBC to announce an immediate general amnesty on missing film footage.

    Good idea, but as a compromise that doesn't encourage sticky fingers,
    maybe they could say amnesty on footage that is 30+ (or whatever number)
    years old.

    Short of that, it seems the easy answer is to just transfer the footage
    to tape and give the BBC the copy. As a collector, I'm sure he has, or
    at least knows someone who has the ability to make a high quality copy.

    It's not really 'new' news, these 'missing' episodes and their location
    have been known about in fandom for a while. There are at least three
    Doctor Who episodes known to be held by private collectors. (As stated by
    a member of the Doctor Who restoration team, Paul Vanezis.)

    These film collectors don't seem to want to hand parts of their
    'collection' back to the BBC and the BBC are unable to buy them back as it
    is against their charter... being funded by the UK licence fee. But I'm
    sure there's always things going on behind the scenes to try and get these episodes back.
