I think it just means Ukraine aren't getting anywhere on the land battle,

Retribution - comes from the Latin for giving back what's due, either
    reward or punishment.

Agreed. Also sounds inept. Theatrics? Making Moscovites afraid? Did
they stop 281 while another 29 struck their targets? Or did the
Russians make a mockery of the attack, shooting down every single one?

Putin might press the nuke button.....

Also, with Wagner Group leadership now a smouldering pile of ashes, I'd
suspect Putin is feeling pretty darned good about things. Probably put
a little spring in his step. Next steps should be confiscating Wagner
Group's assets and bank accounts (that should finance some more
weapons) and going back to the blistering war of attrition, waiting for
the American political cycle to bring in a crew that's tired of
    financing Ukraine military action.

Maybe. It looks a bit late for a victory this year, though. Which means
more reinforcing of defenses by the Russians over winter.

Are you (or the quoted person) saying the US is happy to keep the war
going? A lot of wars could be prevented/ended early with enough will, but
ISTM that instability in many parts of Africa was deliberate 'cold' war
    policy by both sides.

Most likely a political decision to not fully arm.

During Vietnam "conflict," the Generals could not do this/that, so
    they could not fully engage.

If Biden wins 2024 election, there might be more "tools" available.

If a Republican, more tools may not be available. Trump wanted to
"fuck them," so he could build a hotel in Moscow.

To Slow The Ukrainian Counteroffensive, the Russian Army Quadrupled
    The Size Of Its Minefields

As the long-anticipated Ukrainian counteroffensive kicked off across
southern Ukraine in early June, Russian commanders made an important
adjustment to their defensive doctrine--one that had an immediate and
profound effect on the Ukrainians' operations.

The Russians quadrupled the depth of their defensive minefields, from
120 meters to 500 meters--and also increased the density of mines
    within the expanded fields.

So as the Ukrainians attacked along several axes in Zaporizhzhia and
Donetsk Oblasts, they soon rolled into minefields that were far wider
than they may have anticipated--and wider than their standard
mineclearing equipment could handle. A UR-77 explosive line-charge
typically clears a lane around 100 meters long.

This mismatch, between the Russians' new mine doctrine and the
Ukrainians' old mineclearing doctrine, helps to explain why the counteroffensive is making gains, but far more slowly than some
    observers expected.

I'm sure Raytheon is happy to keep the war going on, and what makes
Raytheon happy makes it's political arm (The United States) happy.
