If it were me, I would send them a fax with three sheets - the fax cover
sheet with the phone number, recipient, etc., the cover letter they asked
for with the info they asked for, and then the 1099 itself. I would do this using online fax software (like fax.plus), so I wouldn't actually have to
print any sheets out or waste any paper - and then let them do with it what they want.
