The story is pretty thin on real information. A lot of that area is
National Forest which means the US Government owns it.
It says:
He's now seeking to partner with the Pennsylvania Department of
Conservation and Natural Resources, which owns the land, on a new
excavation in Dents Run. Parada, his lawyer and top officials from the
conservation agency plan to meet later this month.
There might be an argument between the federal and Pennsylvania
governments about who owns it. How long does it have to be abandoned
before the state can escheat it?
But unless the treasure hunters had a prior agreement with the Feds, it
looks like they're out of luck.
