    Re the recent looting in Philly - 52 arrests. Doesn't
    jail overcrowding become a factor? They have to
    release arrestees for this reason?

    Not only at the time of arrest, but also after convictions.
    The facilities weren't designed for total societal disintegration -

    We don't have total societal disintegration. Not even close.

    There have always been problems including crime. Read history, any
    period going back to the Bible.

    What we have now are news media that can tell people more events and
    more details and show video and make someone more worried than before
    radio existed.
