The people you should complain to is the FAA. They are the ones that
control airspace.
Some info:
The typical minimum altitude is 1000 feet especially flat areas. The registration numbers on a helicopter probably can't be read at that
distance.
I use an app called Flightradar24. It will show aircraft and you can
tap on the aircraft and get the info including the from/to, altitude,
speed and registration. Helicopters are included. Military may not be.
My daughter lived a few miles from an Air Force base in Utah. She was
under the flight path from the base to the bombing range so many of the
jets that flew overhead were armed. Never had a problem in the eight
years she was there
