| employers as they negotiate recruitment and salaries with the U.S.

| But Tobin's push for more foreign white-collar workers is being
| backed up by her White House colleagues, Hill legislators, investor-
| funded advocacy groups, op-eds, university-based advocacy centers,
| and leading investors amid large tech-sector layoffs.
