I don't have either of these two CPUs and can't report actual compile times. Extrapolating from my old Zen 3 I would guess the following for 5965WX:
firefox ~6.8min
libreoffice ~16min
qtwebengine ~43min
(I don't have chromium, but qtwebengine is running the same web engine so may be broadly comparable)
I expect the 5965WX will be faster than the 9950X3D because of its higher number of cores and because of its ability to access up to 192GB of DDR4 RAM over 8 channels.
However, the 9950X3D is a more modern and faster CPU, with faster DDR5 memory (rated speed of 5600 MT/s Vs 3200 MT/s), if only over 2 channels. In an all- core continuous compilation shoot-out I expect the 5965WX will come ahead by some margin, especially if it's on a MoBo which can be overclocked. In a compilation of a large number of random packages you could find the 9950X3D could break through, because it should be quicker off the traps on anything other than full throttle all-core bandwidth and significantly ahead on any single thread processing.
The above are just loose estimates and probably less important in deciding which CPU will suit you better. The 5965WX is probably better suited to continuous heavy lifting server work, where high and continuous parallel loads will be important and the ECC memory capability a significant benefit for business critical productivity work. However, a TDP of 280W isn't going to cool itself. I expect you'll need expensive liquid cooling, large expensive PSU, expensive ECC RAM and in addition some GPU if only to be able to
configure it.
Unless you're running a datacentre or some high-end specialist number- crunching lab, I would think the 9950X3D with its integrated Radeon graphics may be a better all around option.
