[gentoo-user] Strange behaviour chrooting into an existing system

Greetings,
I'm building a new system on bare silicon, and it's complete except that I've done something daft in efibootmgr and bootctl, so that I can't boot.
Easy, I thought; just fire up the rescue CD, chroot in again and sort out what I've done wrong.
But I can't, or not smoothly, because of an error, repeated several times, to the effect that the US locale can't be found. Of course it can't - I set it to en_GB while building the system.
I assume I can just ignore that and continue anyway, but why has this
behaviour changed? I'm sure I've done the same sort of thing many times
before.
