Depending on what tools you use to read your emails, if they support
NNTP (newsgroups), you can access this "mailing list" via the gmane.linux.debian.user newsgroup. This is how I access the list.

It is typically more associated with Mailman where:

- there is more of a concept of a user account that you can log in to,
to set user preferences (as opposed to just a confirmation email with
Debian's lists)

- some lists have private archives which a known subscriber can log in
to and read even while set to not receive emails. Debian archives are
public.

- some lists reject posts from addresses that are not subscribed, so an
accepted method of posting from multiple addresses is to subscribe all
but one of them as "nomail". Debian lists allow posts from
non-subscribers.

So yes I agree with you that there seems little point in a "nomail"
setting for Debian's lists. Just unsubscribe when you don't want
emails.

The context I'm aware of in which such a thing would be useful is
mailing lists which condition some capability (posting, or access to
read the archives, or some other such thing) on being subscribed.

AFAIK, debian-user does not do this, so I don't see a reason for such a
feature to be useful here.

Not necessarily, no.
I see this as a "forum" mode
where you only receive e-mail for discussions in which you are participating.

So in order to do this you need to stay subscribed (to eventually send mail), but you don't want to receive mail other than answers to your mail
or followups to a discussion you joined,
in which case you re-enable mail reception,
and delete mail that is not for you.

From my point of view and personal experience IRC is a little different.
Maybe because it's in realtime,
sometimes you participate in the discussion just because you are aware of the questions going on,
and if something piques your interest you participate.

On mailing lists, you only read the subjects and then decide whether you want to continue reading or not.
On IRC you are presented with all the messages,
which multiplies the chances of finding something interesting to talk about.
