Do you think that replacing the modaliases currently in soapysdr-module-hackrf with those 3 is the correct fix?

I do not know the details of the package, but what you said do make
sense to me. I guess replacing it with the confirmed set of IDs is a
good start, and then add others later if any new IDs are identified.
