we can add something like:
"The Debian project is still deciding how to do this and how to migrate

frustrating, but it is reality.

What do you think?
In any case moving all the contents of /usr so that it is in the same partition as / may involve disk space problems, since there -- temporarily
-- has to be enougn space for both the old /usr partition and the new enlarged / partition.
Merging /usr into the root filesystem isn't the plan. Usrmerge moves everything into /usr, which seems much less likely to strain your
partitioning setup. It's still possible, of course, which must be why
the usrmerge script needs a check_free_space() function.
I can see trouble in systems where storage is tight or it is difficult to expand /.
"Storage is tight" is already trouble, especially when you're trying
to download and install new versions of GNOME and LibreOffice and so
on as part of a distribution upgrade; see Release Notes 4.4.3.
