I don't know if it is a problem of just time to have all the mirrors synchronized, but I'm trying to rebuild a package in sid that has

However, libltdl-dev is no installable because it depends on
automake-1.16 [1] and it is a "Package not available"
I've reported this as a bug in libltdl-dev ("libltdl-dev: uninstallable
in unstable: Depends: automake-1.16 but it is not installable", bug
number not yet available).
Is it right and just a question of time, of some bug must be filled and
a rebuild of a bunch of packages [3]?
If I understand the situation correctly, libtool needs to be rebuilt,
but other packages do not. However, the related bug #1094361 makes it
more difficult to rebuild libtool.
