GNUMAKEFLAGS='--shuffle --trace' sbuild
should be enough to reproduce the issue in sbuild ?
I do see it mentioned in the « User Environment » summary in the sbuild logs :

APT_CONFIG=/var/lib/sbuild/apt.conf
CCACHE_DIR=/build/ccache
GNUMAKEFLAGS=--shuffle --trace
In which case I cannot reproduce it right now.
So either it’s fixed in the current version, or the failure is flaky ?
Have you seen it happen more recently during your rebuilds ?
