I have recently taken over maintenance of the courier package. I apologize that nobody responded to your bug report in a timely manner.
In reading over your bug report, I am trying to decide if this is an upstream bug or if the documentation is saying what is intended. The documentation is generated during build from:

The directory paths are generated from the following variables:
@libexecdir@
@prefix@
In the Debian package, @libexecdir@ is /var/lib/courier and @prefix@ is /usr.

Do you feel that upstream meant to use @libexecdir@ here instead of @prefix@?
