Is this a new install of Debian or an upgrade?

Not a new install, this machine has been running Debian Testing for a long time. Not sure when exactly the problem showed up, the keyboard layout tool certainly worked at one point.

How did you install Debian? Did you do anything unusual when installing?

Not that I know of, though it was so long ago that I couldn't possibly say
for certain. But as I said, the keyboard layout tool certainly worked in
    the past on this computer.

    What is your graphics card?

01:00.0 VGA compatible controller: NVIDIA Corporation GM204 [GeForce GTX
    970] (rev a1)

(Running Xorg, because Wayland doesn't work with this controller, or at
least it hasn't worked every time I've tried, haven't tried in a couple months.)

Have you noticed display issues in any other GTK4 apps?

    No.
