and you have installed one of the packages providing virtual-package,
but not concrete-package, you'll get this when installing this package:
Recommended packages:
concrete-package virtual-package
which shouldn't be shown, just as it isn't shown if this happens with
depends.
Concrete example:
postfix installed (providing mail-transport-agent), exim4 not installed:
$ apt-get install uw-imapd
(...)
Recommended packages:
exim4 mail-transport-agent
(...)
