The problem is with adding the extra flags (like USE_X*), they are used
only with the explicit targets in the makefiles, other targets which are
built implicitly like edata.o or sretention.o are built without
$(EXTRAFLAGS). I suggest adding $(EXTRAFLAGS) to the CFLAGS definition at
the beginning of base/Makefile and cgi/Makefile and removing it from the explicit targets.

There are two known problems caused by this bug: status retention does not work, and statusmap.cgi does not use extinfo, but I guess there might be
others creeping around.
