Hi,

I had the same problem on my PowerBook. I wanted to create a
chroot-environment to test package building and use debootstrap for
that. I don't have an /etc/environment. After creating th chroot, I
used dselect to configure the packages. Perhaps interesting are the
lines

sed: can't read /proc/cpuinfo: No such file or directory
Debconf module aborted (No "machine" field in /proc/cpuinfo) - using old config mechanism.

/proc was not mounted in th chroot, so perhaps it worked because it used the "old config mechanism" this time.
