    ... of course, no sooner do I send off a bug report, the very next dump
    *has* the function in question ...

    So let me amend that: under unclear circumstances it can fail to dump
    SQL functions. Possibly it could be if the function has ever been used,
    though I cannot imagine why that should make a difference.

    Nor can I.

    Unless you can provide a reproducible case, there's nothing I can do
    with this. No-one else has ever had such a problem, to my knowledge.
