    The DTD of DocBook XML V4.3 is not in the catalog (no problem with
    version 4.2). Consider the following XML file docbooktest.xml:

    <!DOCTYPE book PUBLIC "-//OASIS//DTD DocBook XML V4.3//EN"
    "http://www.oasis-open.org/docbook/xml/4.3b2/docbookx.dtd">
    <book/>

    ay:~> xmllint --noout --loaddtd --valid docbooktest.xml
    error : connection refuxed
    docbooktest.xml:3: I/O error : failed to load external entity "http://www.oasis-open.org/docbook/xml/4.3b2/docbookx.dtd"
    "http://www.oasis-open.org/docbook/xml/4.3b2/docbookx.dtd">
    ^ docbooktest.xml:4: validity error : Validation failed: no DTD found !

    ^
    zsh: exit 4 xmllint --noout --loaddtd --valid docbooktest.xml

    (Same problem if I replace the "4.3b2" by "4.3".)
